If oil executives all shared the common goal/value of maximizing profits and they run their businesses to make that happen...like closing refineries...."refinery shutdowns"...can that be considered a "conspiracy" without actually talking to each other about it ????
I believe this is why so much happens.....its not a matter of a conspiracy as it is decision-makers sharing a common goal or value..... but the end result looks like a conspiracy.....
