How about using this forum as a General Discussion forum.
Unlike debate it would be for people to discuss issues - not debate. Debate (GP) would become a "special" forum if it works.
It would be for everyone - a safe place for new members to start and engage in friendly debate.
No insults spam flames etc.
It probably would need moderation.

Strict moderation, but sounds good. The there are two problems with this place:
1. People that think they own it.
2. People that do not mod it strict enough, and these flamers get away with it.
If there is strict modding (hence PCMECH) I can see that happening as early as tomorrow if the strict modding happens as early as tomorrow.
I will mod it if I have the power to ban members - that would work out great. :D

You would be protected from them chasing you all over the threads ;)
A mod should be a moderate - hard thing to be on this board.

I have no issues about dropping all previous tensions, fights, and issues in the past once I become a mod. Once I become a mod, I will mod.

A mod should be "clique-less". I think that one dude - Enema, Enemic, Endemic, or whatever the fuck his name was was clique-less. In fact, I wondered how he ever got in with that group.

I seem to remember it was not long ago that a certain person who made the above statement was getting away with flaming. How about 3 days ago.

Issues!! The issue your referring too can't be corrected by becoming a mod. It can only be corrected when you accept the fact that a issue still exists.

IF you become a mod your still part of a clique, only thing is your type of clique will never change.
