That was a difficult time for eveyrone involved in the search and rescue at the WTC.
It is understandable that the firefighters didn't want to leave untill they found everyone who lost their lives there, but I also understand the citys view that life must go on and there are other people who count on the Police and Firefighters to be there when they need help.
I haven't read yet what the exact complaint is except for civil right violations, hopefully this will be resolved in a peaceful manner.
